Basque Country strengthens industrial cooperation with Poland, one of its top ten export destinations
- SATLANTIS and Creotech launch a strategic alliance for the development of next-generation Earth observation satellites, with the first expected to be launched in 2026.
- Poland ranks among the top ten destinations for Basque exports, with a strong presence in the automotive, capital goods, and advanced manufacturing sectors. Currently, 40 Basque companies operate 52 establishments in Poland — 23 of them production facilities and 29 commercial offices.
- As part of the forum, a Memorandum of Understanding (MoU) was also signed between Basque Trade & Investment (BT&I) of the SPRI Group and the Polish Investment and Trade Agency (PAIH).
Lehendakari (Basque Premier) Imanol Pradales, together with Mikel Jauregi, Minister of Industry, Energy Transition and Sustainability of the Basque Government, closed the Basque Country–Poland Forum 2025 this morning. The event brought together institutional and business representatives from both territories to strengthen economic and industrial relations and promote new opportunities for bilateral cooperation.
The forum featured a Polish delegation led by Andrzej Domański, Minister of Economy and Finance; Olgierd Geblewicz, President of the West Pomerania Region; Monika Krzepkowska, Ambassador of Poland to Spain; and Andrzej Dycha, President of the Polish Investment and Trade Agency (PAIH).
“Ensuring the continent’s industrial competitiveness will only be possible if we join forces, seek new synergies, and row in the same direction,” emphasized Lehendakari Imanol Pradales during the event.
Euskadi and Poland reaffirmed a longstanding collaboration that takes a new step forward today with the holding of three roundtables focused on exploring cooperation opportunities between the two territories.
During the session, it was also announced that Polish company Creotech Instruments and Basque firm SATLANTIS will strengthen their commercial partnership, launched several months ago, through an agreement to build satellites for various European Space Agency (ESA) and European Union programs.
“All these commercial ties between Poland and Euskadi respond to a clear goal: to get on board Europe’s reindustrialization train and align ourselves with the continent’s resilience strategy to face the major transformations ahead,” added Pradales.
SATLANTIS–Creotech Agreement
During the event, SATLANTIS (Euskadi) and Creotech Instruments S.A. (Poland) announced the signing of a Memorandum of Understanding (MoU) to reinforce bilateral cooperation in the space sector.
The agreement aims to develop next-generation Earth observation satellites equipped with very high-resolution electro-optical and thermal imaging capabilities, consolidating both companies’ positions in the European advanced space technologies market. The first satellite is scheduled for launch in 2026.
The MoU also seeks to promote Spanish–Polish cooperation within European Space Agency (ESA) programs such as European Resilience for Space (ERS-EO) and European Exploration Envelope Programme (E3P), contributing to the strengthening of the European space ecosystem.
Another key aspect of the agreement is the study, negotiation, and potential creation of a SATLANTIS group subsidiary in Poland, in which Creotech (CTI) will participate as a strategic partner, integrating the industrial and technological capabilities of both countries.
The announcement was attended by Dr. Grzegorz Brona, CEO of Creotech, and Juan Tomás Hernani, CEO of SATLANTIS, who highlighted the importance of this alliance to boost Europe’s competitiveness in Earth observation and space exploration. The signing ceremony was presided over by Minister Mikel Jauregi and Polish Minister of Economy and Finance Andrzej Domański.
Basque Country–Poland Forum
In the opening session, Minister Jauregi emphasized Euskadi’s commitment to cooperation among Europe’s industrial regions and the importance of maintaining institutional and business dialogue to identify new areas of collaboration.
The Basque Government is committed to strengthening Europe’s strategic autonomy, in line with the EU’s new industrial and innovation policy. “The Basque Government is firmly committed to promoting Euskadi’s contribution to the development of Europe’s strategic autonomy,” said Minister Jauregi. “This means building our capacity to act independently — when necessary — in key areas such as industry, energy, and technology, while always remaining open to cooperation with other regions and countries.”
According to Jauregi, the agreements signed today — including the sale of several satellites from the Basque company SATLANTIS, a leader in space technology, to Creotech Instruments, and the recent inauguration by the Basque Government of the first quantum computer installed in Europe — are “two clear examples of the direction set by the Euskadi Industry Plan 2030: more industry, better industry, and fewer emissions.”
Economic relations between Euskadi and Poland have grown in recent years. Poland ranks among the top ten destinations for Basque exports, with strong representation in the automotive, capital goods, and advanced manufacturing sectors. Currently, 40 Basque companies maintain 52 operations in Poland — 23 production and 29 commercial.
To deepen this framework of cooperation, the event included three simultaneous sectoral roundtables focusing on: Offshore renewable energy and clean technologies, Aerospace and dual-use technologies, Smart infrastructure and green logistics. The forum also offered participating companies the opportunity to engage in B2B meetings and networking sessions.
Signing of the BT&I–PAIH Memorandum of Understanding
As part of the forum, Basque Trade & Investment – the Basque Agency for Internationalization (SPRI Group) and the Polish Investment and Trade Agency (PAIH) — a public agency of the Polish Development Fund (PFR) under the State Treasury of Poland — signed a Memorandum of Understanding (MoU) to strengthen economic and business cooperation between Euskadi and Poland.
The agreement, signed by Nagore Bonilla, Vice President of Basque Trade & Investment, and Andrzej Dycha, President of PAIH, aims to promote a strategic and mutually beneficial relationship in the areas of business internationalization, investment promotion, and sustainable economic development. The ceremony was attended by Minister Mikel Jauregi and Polish Minister of Economy and Finance Andrzej Domański.
Priority Areas of Cooperation
The memorandum establishes a roadmap to intensify collaboration between the two agencies in key high-value sectors, including:
- Advanced industry, automotive, aerospace, and dual-use technologies
- Energy and green economy, with a focus on offshore wind
- Industry 4.0, including artificial intelligence, digitalization, and cybersecurity
- Biotechnology and health: active ageing, value-based healthcare, and telemedicine
- Smart cities and sustainable infrastructure: rail systems, ports, and airports
- Quantum computing and emerging technologies
- Talent attraction and development
- Promotion of foreign direct investment
The agreement also includes the exchange of information and best practices, the organization of institutional visits and business missions, and the promotion of cooperation between Basque and Polish companies in strategic sectors.

Through this alliance, Basque Trade & Investment and PAIH reaffirm their commitment to international openness, public–private collaboration, and innovation — essential pillars for driving economic growth and competitiveness in both territories.
The Memorandum of Understanding consolidates a framework for cooperation that will enable the development of joint projects and strengthen economic and technological ties between Euskadi and Poland.
