SPRI Presents the Transformative Projects of the Euskadi 2030 Industry Plan

They are the strategic instrument to drive Euskadi’s new industrial transformation, through high-impact collaborative projects that mobilize public–private investment, create qualified employment, and strengthen Euskadi’s industrial and technological capabilities.

The Director General of the SPRI Group, Jon Ansoleaga, presented the Transformative Projects of the Euskadi 2030 Industry Plan, promoted by the Basque Government, describing them as “the strategic instrument to drive Euskadi’s new industrial transformation.”

This model, based on public–private collaboration, consolidates a principle of co-creation among companies, clusters, technology centres, and public administrations — a key approach to addressing new industrial challenges with innovative and sustainable solutions.

The Transformative Projects act as the practical pathway of the Industry Plan 2030, fostering cooperation among the main stakeholders of Basque industry. Each project must be characterized by its high impact on the target value chain, a strong technological component, and a collaborative governance model that ensures its real impact on the productive economy.

Regarding the eligibility criteria, emphasis was placed on the need for alignment with the strategic sectors defined in the Plan — mainly within the IRABAZI and HAZI sectors as well as the high technological content and collaboration with technology centres, a minimum private investment of 20 million euros, and the active participation of the sectoral value chain with the support of clusters.

Management of Proposals

The promoting entity contacts the technical office for Transformative Projects through the dedicated space on the SPRI website, completes the registration form, and, where applicable, submits its candidacy through an expression of interest.

At this point, a preliminary assessment is carried out to determine initial eligibility and to forward the candidacy to the Strategic Committee.

Eligible candidacies will receive, where appropriate, transformative-project approval from the Strategic Committee of the Euskadi 2030 Industry Plan.

The selection process for Transformative Projects does not replace existing programmes and instruments — whose criteria and processes must still be met — but rather complements them. Additionally, projects will be monitored by the team of the Department of Industry.

The governance model of the Transformative Projects is structured around the Basque Industry Council, the Strategic Committee, and SPRI’s Technical Office, responsible for monitoring the Transformative Projects and conducting preliminary evaluations of new candidacies.
