The Euskadi 2030 Industry Plan promotes a new stage of economic transformation for the Basque Country. In this new stage, the Transformative Projects serve as a strategic tool for the Euskadi 2030 Industry Plan, boosting high-impact collaborative initiatives that mobilise public-private investment, generate qualified employment and competitiveness, and strengthen the industrial and technological capacities of the Basque Country.

This model consolidates the principle of co-creation between the public and private sector which is key to addressing new industrial challenges through innovative and sustainable solutions.

What are Transformative Projects?

A tool for turning collaboration into competitiveness

The Transformative Projects are the Industry Plan's practical way forward, i.e., high-impact collaborative projects that mobilise investment, jobs and technology.

They boost cooperation between companies, clusters, agents of the Basque Science and Technology Network and public administrations.

Each project has a public or private leader but they all share the same principle of co-creating innovative solutions to meet complex industrial challenges.

Eligibility criteria

Design a project with leadership and country-wide vision, incorporating strategic alignment, technological content, investment and value chain.

  • Strategy: alignment with the strategic sectors defined in the Industry Plan - Euskadi 2030: PROFIT or GROWTH.
  • Technology: high technological content with the collaboration of the agents from the Basque Science, Technology and Innovation Network (RVCTI).
  • Investment: privately led projects with a minimum investment of 20 million euro.
  • Value chain: business participation of the strategic sector involved with cluster support.

Do you have an idea for a Transformative Project?

The promoting entity contacts the Technical Office for Transformative Projects through the designated form.

Reception of the idea and analysis

The promoting entity submits its project idea at the request of the Technical Office for Transformative Projects.

Based on this information, an individual analysis is carried out to determine the public support channel that best fits its characteristics. This phase is not binding.

Approval

Eligible proposals will, where applicable, receive approval of their transformative nature from the Strategic Committee of the Euskadi 2030 Industry Plan.

Governance and support

The Industry Plan governance and support model multiplies results

The Transformative Projects are managed under a shared governance structure ensuring rigour, transparency and support:

  • Consejo Vasco de la Industria: the Basque Country Industry Council is responsible for the strategic direction of the Plan.
  • Comité Estratégico: the Strategic Committee selects and prioritises projects.
  • Oficina Técnica SPRI: the Technical Department of SPRI (Society for Industrial Promotion and Restructuring) is responsible for coordination, advice and monitoring.
