The Basque innovation strategy is very closely linked to European directives. The RIS3 concept concerning research and innovation strategies for smart specialisation encouraged by Europe, the launching of the new European Horizon 2020 programme, together with the level of maturity reached by the Basque Scientific and Technological Policy, have led to the Basque Government promoting a strategy that makes it easier for companies and socio-economic players to tackle a new stage for the future, which is included in the Basque Science Technology and Innovation Plan 2020, in accordance with the strategy approved by the Basque Science, Technology and Innovation Council.
As a result, a new Basque Science, Technology and Innovation Strategy (PCTI 2020) has been designed to move forward in contributing value in different economic and social sectors, favouring the concentration of resources in research areas where there are clear synergies with existing and potential production capabilities in the Basque Country (RIS3 strategy).
One of the main levers for deployment of this new strategy is the adaptation, organisation and updating of the Basque Science, Technology and Innovation Network (Red Vasca de Ciencia, Tecnología e Innovación – RVCTI). Based on previous experience, this process seeks to define the specific goals and position of each member in terms of specialisation, excellence and situation in the R&D&I value chain. The aim of this is to increase the efficiency and results-orientation of members in the Basque Science, Technology and Innovation Network and improve their value contribution to the productive and social fabric of the Basque Country through collaboration and complementarity.
For all the above, it has been considered necessary to regulate the new organisation of the Basque Science, Technology and Innovation Network so that the different typologies of players it is composed of are defined, and a new Public Register of Members of this Network is defined.
