Publicly-owned French company SNCF is studying how its Atlantic Rail Freight Corridor, that starts at Dourges, on the border with Belgium, can reach Vitoria. This infrastructure is due to be operational on French soil in 2016, with estimated traffic of 86,000 trucks per year.

The possibility of reaching Vitoria has emerged after Paris rejected the initial layout to Tarnos, near the Spanish border, because of the difficulty of access to the terminal. The Vitoria option will link with Europe, when the Basque high speed train is operating, using international track gauge.
